REP. STUTZMAN INTRODUCES LEGISLATION TO RESTORE CHECKS AND BALANCES IN THE FEDERAL GOVERNMENT

February 19, 2025
WASHINGTON, D.C. – Today, Congressman Marlin Stutzman (IN-03) introduced H.R. 1226, The Restoring Checks and Balances Act, to curb excessive rulemaking by federal agencies and protect American businesses from crushing overregulation. This legislation is necessary as rules stemming from the Biden Administration have already cost the American taxpayer a cumulative total of $1.8 trillion.
H.R. 1226 will remove power from federal bureaucrats and return it to Congress by:
  1. Requiring rules issued by executive agencies to sunset after 5 years unless specifically reauthorized by Congress.
  2. Prohibiting agencies from reissuing, enforcing, revising, or taking regulatory action on rules that have sunset.
  3. Requiring agencies seeking reauthorization to submit full justification, related rules, and congressional committee recommendations.
“Taxpayers should not be financially liable for overly burdensome and reckless regulations executive agencies have created to sidestep Congress and the American people,” said Rep. Stutzman. “The Restoring Checks and Balances Act lays the foundation to restore the balance of power in our federal government and ensure that Congress has the tools to check executive authority. This is the solution Americans need to get relief after federal bureaucrats have hamstrung their businesses, budgets, and bottom lines.”
