Fiscal Year 2027 Community Project Funding Requests

1) Allen County Eugene E. Parker Memorial Way Design

  • Project Recipient: Board of Commissioners of County of Allen
  • Address of Recipient: 200 East Berry Street, Suite 280, Fort Wayne, Indiana
  • Description: The Eugene E. Parker Memorial Way Widening Design project will create a design to widen Hillegas Road from Bass Road to State Boulevard. This project also designs bicycle and pedestrian infrastructure. This project is a priority because Hillegas Road/Eugene E. Parker Memorial Way connects northwest and southwest Fort Wayne’s neighborhoods, commercial corridors, and industrial parks, carrying close to 23,000 vehicles on average daily.

2) Allen County Mayhew Road and Bridge Widening Design

  • Project Recipient: Board of Commissioners of County of Allen
  • Address of Recipient: 200 East Berry Street, Suite 280, Fort Wayne, Indiana
  • Description: The Mayhew Road and Bridge Widening Design project will create a design to: widen Saint Joe Road between Mayhew and Maplecrest Road, add roundabouts, and create a multiuse path. This project is a priority because it is in a location primed for residential development and related growth.

3) Allen County Parrot Road Reconstruction

  • Project Recipient: Board of Commissioners of County of Allen
  • Address of Recipient: 200 East Berry Street, Suite 280, Fort Wayne, Indiana
  • Description: The Parrot Road Reconstruction project will create a design to relocate and raise Parrot Road above the Maumee River’s flood level. This project is a priority due to the risk of flooding coupled with the lack of safety and emergency access.

4) Allen County Smith Road-Airport Expressway Construction

  • Project Recipient: Board of Commissioners of County of Allen
  • Address of Recipient: 200 East Berry Street, Suite 280, Fort Wayne, Indiana
  • Description: The Smith Road-Airport Expressway Construction project will build a new section of Smith Road and remove an existing superelevation curve on Airport Expressway. This project is a priority because of the high industrial growth and development near the Fort Wayne International Airport.

5) Ascension St. Vincent Randolph Hospital Laparoscopic Video Upgrade

  • Project Recipient: Ascension St. Vincent Randolph
  • Address of Recipient: 473 South East Greenville Avenue, Winchester, Indiana
  • Description: The Ascension St. Vincent Randolph Hospital Laparoscopic Video Upgrade will allow Ascension St. Vincent Randolph Hospital to purchase a new laparoscopic video system. This is a priority because it will ensure rural constituents retain access to safe and modern surgical care close to home.

6) City of Auburn Wayne Street Road Reconstruction/Railroad Grade Separation

  • Project Recipient: City of Auburn
  • Address of Recipient: 210 East Ninth Street, Auburn, Indiana
  • Description: The Auburn Wayne Street Road Reconstruction/Railroad Grade Separation project will reconstruct Wayne Street (CR 427) near the existing railroad crossing by raising the vertical grade of the roadway. New sidewalks and lighting will also be installed along the reconstructed section of Wayne Street. The project will include the construction of an overpass bridge crossing the existing CSX Railroad facility. This project is a priority because it will significantly improve the safety of the residents and visitors of the City of Auburn by improving emergency services response times and reduce motorist delay.

7) City of Bluffton for Indiana Street Water Storage Tank Replacement

  • Project Recipient: City of Bluffton
  • Address of Recipient: 128 East Market Street, Bluffton, Indiana
  • Description: The Indiana Street Water Storage Tank Replacement will replace Bluffton’s Indiana Street elevated water storage tank originally constructed in 1947. This is a priority because it will replace infrastructure that has exceeded its useful service life.

8) City of Bluffton State Road 124 Corridor Safety Improvements

  • Project Recipient: City of Bluffton
  • Address of Recipient: 128 East Market Street, Bluffton, Indiana
  • Description The State Road 124 Corridor Safety Improvements project will construct a shared-use path connecting the Bluffton Woods mobile home park, nearby residential neighborhoods, and businesses along the SR-124 corridor to Bluffton’s existing trail network. This project is a priority because the SR-124 corridor represents one of Bluffton’s most significant pedestrian safety gaps.

9) City of Fort Wayne for Sewer and Stormwater Improvements

  • Project Recipient: City of Fort Wayne
  • Address of Recipient: 200 East Berry Street, Suite 250, Fort Wayne, Indiana
  • Description: The Fort Wayne Sewer and Stormwater Improvements project will install approximately 2,000 linear feet of 18-24” new storm sewers in existing combined sewer areas, replace approximately 9,000 linear feet of water mains, and replace approximately 95 lead services. This project is a priority because it will reduce combined sewer overflows, reduce the risk of basement backups and street flooding, replace over 100-year-old water mains, and eliminate lead services in the area.

10) City of Fort Wayne Hillegas Road Expansion

  • Project Recipient: City of Fort Wayne, Indiana
  • Address of Recipient: 200 East Berry Street, Fort Wayne, Indiana
  • Description: The Fort Wayne Hillegas Road Expansion project will construct two additional travel lanes and repave the existing lanes on Hillegas Road from 400’ North of Butler Road to Coliseum Boulevard. This project is a priority because traffic volumes for the existing configuration of Hillegas Road function at the second lowest rating with operations at or near capacity.

11) City of Fort Wayne Safe Neighborhoods Project – Phase 2

  • Project Recipient: City of Fort Wayne, Indiana
  • Address of Recipient: 200 East Berry Street, Fort Wayne, Indiana
  • Description: The Fort Wayne Safe Neighborhoods Project – Phase 2 will construct new street lighting, sidewalks, and alley lights in the Oxford Community Association area. This project is a priority because it builds on previous efforts to deter criminal activity, support law enforcement efforts, and restore accountability in areas that need it most.

12) City of Huntington for Riverfork Lift Station Improvements

  • Project Recipient: City of Huntington
  • Address of Recipient: 300 Cherry Street, Huntington, Indiana
  • Description: The Riverfork Lift Station Improvements project will implement critical infrastructure upgrades to the Riverfork Lift Station. This project is a priority as it will improve sewer service for local residents and businesses, and in turn enhance local economic development.

13) Dekalb County Airport Authority; Apron Expansion, Auburn-Dekalb Executive Airport (GWB)

  • Project Recipient: DeKalb County Airport Authority
  • Address of Recipient: 2710 County Road 60, Auburn, Indiana
  • Description: The Apron Expansion project will build a two-acre terminal apron expansion to include a deicing pad for aircraft. This project is a priority because apron space is already limited and the additional jet traffic is making maneuvering around the terminal unsafe.

14) Fort Wayne Day Shelter Project

  • Project Recipient: City of Fort Wayne, Indiana
  • Address of Recipient: 200 East Berry Street, Fort Wayne, Indiana
  • Description: The Fort Wayne Day Shelter Project will renovate a downtown building into a resource center for the homeless population. This project is a priority because it will assist estimated 2,250 homeless people in Fort Wayne.

15) Kosciusko County Syracuse-Wawasee Trails

  • Project Recipient: County of Kosciusko
  • Address of Recipient: 100 West Center Street, Warsaw, Indiana
  • Description: The Syracuse-Wawasee Trails project will construct approximately 2.2 miles of multiuse trail along the State Road 13 corridor between Grandview Drive and County Road 1000 North. This project is a priority because State Road 13 serves as a primary transportation corridor for residents, students, and visitors traveling through the Lake Wawasee area.

16) Steuben County, Indiana CR 100 N Corridor Reconstruction

  • Project Recipient: Steuben County, Indiana
  • Address of Recipient: 1900 North 200 West, Angola, Indiana
  • Description: The Corridor Reconstruction project will create a design for reconstructing County Road 100 North from County Road 200 West to Wohlert Street. This project is a priority because County Road 100 North exhibits pavement degradation, drainage deficiencies, and outdated geometry that reduces safety and increases maintenance costs.
